The Yahoo News reported on April 19, 2013, that a Russian leader by name Ramzan Kadyrov of Chechnya criticized the U.S . for killing an ethnic Chechen who was a suspect in the Boston Marathon bombing and blamed on his upbringing in Boston.
Ramzan Kadyrov said in a statement posted on Instagram Friday after the Police shot dead Tamerlan Tsarnaev and launched a man hunt for his brother Dzhokhar, "The root of evil should be looked for in the United States."
"They (the brothers) grew up and studied in the United States and their attitudes and beliefs were formed there," Kadyrov said. "Any attempt to make a connection between Chechnya and the Tsarnaevs is in vain."
Kadyro whose security services were accused of human rights violations like kidnappings and torture, asked why the U.S. police did not arrest Tamerlan Tsarnaev alive.
"Apparently the special services needed a result by whatever means to appease society," he said.

The events that took place in Boston are tragic. People have been killed as a result of a terrorist act. Earlier we expressed our condolences to the residents of the city and to the American people. Today, according to media reports, during an arrest attempt a certain Tsarnaev was killed.
It would have made sense to arrest him and carry out an investigation, clarify all the circumstances and his degree of guilt. Evidently, the security services needed a result at any price in order to calm the populace.
Any attempts to link Chechnya and the Tsarnaevs, if indeed they are guilty, are futile. They grew up in the USA, their viewpoints and beliefs were formed there.
You must look for the roots of evil in America. Terrorism must be fought everywhere. We know this better than anyone. We wish all the victims a [speedy] recovery and share in Americans’ grief.
